About the Role

The Department of Veterans' Affairs (DVA) is seeking submissions from BuyICT suppliers for the provision of EL1- equivalent Business Analyst services to support strategic, digital, service delivery and business transformation initiatives.

Key duties
The Opportunity
We are seeking skilled EL1-equivalent Senior Business Analysts to work with senior stakeholders, delivery partners and business areas to lead analysis activities, clarify requirements, manage dependencies and support practical decisions in complex delivery environments.
Key Responsibilities
Senior Business Analysts may:

  • Lead complex discovery, analysis and requirements activities
  • Manage senior stakeholder expectations and resolve competing priorities
  • Develop clear analysis, options and recommendations to support decision-making
  • Navigate shared service arrangements, delivery dependencies and intersecting business and technical accountabilities
  • Support teams to work through ambiguity, change and complex delivery environments
  • Lead or support data-related business analysis where required, including clarifying business rules, data flows, dependencies, reporting needs, data quality considerations and impacts on business processes.

What We’re Looking For
Senior Business Analysts will typically bring:

  • Strong experience contributing to analysis on complex or sensitive initiatives
  • Strong stakeholder engagement skills and the ability to think strategically in a delivery context
  • Experience working across shared services, multiple delivery partners and complex dependencies
  • Ability to clarify direction, manage ambiguity and support practical outcomes
  • Ability to support and mentor other analysts and contribute to consistent analysis practices

Experience with frameworks such as BABOK, agile, human-centred design, user-centred design and the Digital Service Standard is desirable. Candidates should be able to adapt their approach across structured and evolving delivery environments, including where requirements are not fully defined upfront, while maintaining stakeholder alignment and delivery momentum.
